New in January 2018

Two systems – different log-in procedures

On 18 January 2018, FI introduced a new online tool for logging in and administering authorisations for periodic reporting. (This tool had already been used for PDMR Transaction reporting.)

The new tool replaces the reporting cards and card readers that were previously used for periodic reporting online. For more information, see About the Reporting Portal.

An older system for periodic reporting that requires the installation of a program on the rapporteur's computer ("installed Java application") will remain in place until further notice. This system will continue to use reporting cards and card readers for logging in.

Authorisation for the tool

Anyone needing authorisation to access the tool must register for a user account in the Reporting Portal, an online portal that will eventually gather all the manual reporting to Finansinspektionen. The link to the portal and information about how it works is available at About the Reporting Portal.


The method for logging in to the online system for periodic reporting meets a higher level of security than the previous method. Swedish residents with a Swedish personal ID number identify themselves using Bank-ID or Mobilt Bank-ID. Non-Swedish residents receive a code via SMS to log in. Information about the methods of logging in is available at About the Reporting Portal.

If you already have created an account, you can go directly to the Reporting Portal to report or administer authorisations.


Actions in the event of error message "403 – Forbidden: Access is denied"

Sometimes an error message pops up that says "403 - Forbidden: Access is denied". If this error message is generated, the browsing session must be ended before log-in will be possible. Restart the web browser or clear the Internet history. Please note that this must be done for all open web browser sessions. This also applies if authentication has been discontinued at any stage.

Periodic reporting via the Installed Java Application

Authorisation for the system

To administer authorisation for the older system for period reporting ("installed Java application"), use the following forms:

  • "Reporting Authorisation for Periodic Reporting" – to be used when applying for authorisation to use the reporting system. FI's processing period for applications is seven days.
  • "Terminated authorisation to report" – used for notification when people are no longer card officers or authorised to report.
  • "Replacement card" – used when the period of validity of the impersonal electronic reporting card expires. An application for a replacement card must then be submitted to FI. The period of validity is stated on the card.

Log-in requires a card and card reader.

The following technical requirements apply:

  • The reporting cards are issued by Telia
  • Net iD is the program used to show certificates (version 4.1 or more recent)

  • GemPCTwin

Card readers used for systems other than Windows 7

  • GemPC430(USB)
  • GemPC410-SL

Changing a PIN code

When a reporting day falls on a weekend

If a reporting date falls on a Saturday, Sunday or other public holiday, Midsummer's Eve, Christmas Eve or New Year's Eve, the last reporting day is automatically the next weekday.
